My response:

Trans women are less central examples of "women" than cis women, generally speaking. But they're still part of the category. In terms of "female", assuming this is referring to sex, I think you can assign at least something of a quantity to it and say that trans women are less female than cis women because they have fewer "female" biological traits due to essentially always lacking XX chromosomes, ovaries, and a uterus. 


By this scale, a woman with XY chromosomes but complete androgen insensitivity is also less female-sexed than an XX woman. 

That distinction is not something which should have a moral value attached to it, it's just descriptive of the facts as I see them. Being a biologically male woman does not mean you are any less valid a woman than a biologically-female one. The challenge is that "female" is often used as a synonym for "woman" or "of women" and in those cases it does not make sense to say that trans women are less female than cis women. So we should try to disambiguate our terms before jumping all over someone for saying a "bad thing".
